16 CPEC projects in Balochistan, 8 in KPK: Chinese Embassy


BREAKING: In an unusual series of tweets today, Zhao Lijian, Deputy Chief of Mission at Chinese Embassy in Islamabad, Pakistan, explained four provinces’ share of projects in CPEC (China-Pakistan Economic Corridor).

Zhao’s tweets came in response to criticism in the local press and on social media about the Western route of CPEC and alleged absence of CPEC benefits to KPK and Balochistan. And that with P in CPEC for Punjab, this is more of a China-Punjab Economic Corridor.

There have been planned protests by Awami National Party (ANP) against ‘change of Western route of CPEC and deprivation of Pakhtoon and Baloch interests.’

Chinese ambassador to Pakistan Sun Weidong says reports that he told KPK Chief Minister Pervez Khattak that the Western route is not included in CPEC are “untrue”. A press statement below.

As a China watcher for nearly 30 years, Wali’s comment:

It is reported in an Urdu newspaper recently that the Chinese Ambassador to Pakistan informed Chief Minister Khyber Pakhtunkhwa and KP government that western route doesn’t exist in China-Pakistan Economic Corridor (CPEC). This is untrue and misreporting, says the press release by Chinese Embassy in Islamabad.

China has already invested $14 billion in 40 early-harvest projects to be completed under CPEC, a flagship project of the One Belt One Road initiative launched by Chinese President Xi Jinping.

Out of the 40 projects, 16 were under construction, a statement quoted Chinese Embassy Deputy Chief of Mission Zhao Lijian as saying.

Zhao Lijian also dispels a widely-circulated false impression that CPEC was planned in Musharraf or Zardari regimes. His recent tweet:

  2. Dear Zhao Lijian the Deputy Chief of Mission Chinese Embassy in Pakistan! We feel happy to read the clarifications with regard to CPEC. We the people of Gilchistan a new suggested name instead of GB which covers all the four Divisions (namely Gil for Gilgit, Chi, for Chitral illegally occupied by KpK, S, Shina speaking belt of Kohistan illegally occupied by KpK spread from Chilas to Pattan and Tan for Baltistan) feel proud to be the neighbors of our great friend China and its people. Let me allow to narrate some facts with regard to the CPEC and our share. We are surprised to find an empty plate in front of Gilchistan where all the 4 provinces are enjoying their share in the 51.5 billion US project and we are looking towards them helplessly. A tragic scene one can not expect. We do not doubt in the wisdom of great leaders of China. They are visionaries. Unfortunately we are a tool in the hands of our shortsighted selfish leaders who are even not ready to share the details of our share in CPEC if any which we doubt. Gilchistan is a region which has been blessed by god with enormous natural resources those included two rivers (Indus and Chitral which has been given the name of Kabul), unlimited deposits of granite mountains of top quality, mountains of marble in huge quantity, rare metals and minerals, enormous potential for tourism and many more opportunities. Our problem despite having a number of selected hydro power sites is non availability of electricity even for the purpose of light. Without having the electricity the development of our region is a dream. We are experiencing dreams shown to us by the bureaucracy who has been ruling since liberation of our area from the forces of Maharajah (India) in 1947. Except Bhutto no body took care of us in our history. He had made a commitment with us in 1974 to declare our area as the fifth province of Pakistan. Unfortunately he was martyred by General Zia the worst dictator in the history of Pakistan and we are left remained like orphans. Ours is a history full of bitterness not possible to narrate in a couple of Paras. Who knows more than China that we are the most sufferers with the result of developing the CPEC. Despite our sufferings we welcome the project with the hope that a couple of projects those are instrumental to the development of our region are needed to be included in the CPEC on priority basis. 1. Bounji and Doyan Dams both have the capacity of 7100 MG and 425 MG respectively. 2. Express ways from Gilgit to Skardu and Chitral. 3. Establishment of processing plants of metals at Gilgit and Skardu. These plants can be included in the 2nd phase. The top most is the declaration of Gilchistan as the fifth constitutional province. China can help us in the determination of our political status.

    1. Because our political status has not been declared till date. We have no voice in the parliament of Pakistan to raise our issues.

  3. One of the requirements for this wonderful project is steel. What is the estimate of requirement? In order to cope with it we need to revive Pakistan Steel urgently and at the same time expand Peoples Steel Mill urgently.

  5. Wonderful response from Chines representative, seems to have been prepared by Ahsan Iqbal . Projects of Baluchisitan include project like … Primary School at Gawadar ….. and KPK projects include projects such as fiber optic cable form Khunjarab to Gawadar . Is that specific to KPK. Whether that should be counted in the projects of KPK.. strange very strange … why number have been given why not its value and cost ignored. Projects like primary school cannot be considered equal to Motorway from Lahor to Mutan. Motorway from Multan to Sukkur. Lahore orange line ,which cost billons instead of few lacs.

  6. Why are the Federal government & Chinese embassy concealing details of each province’s projects with allocated amount? Why the low cost hydel energy projects in KPK preferred by high cost coal/ other projects in Punjab? Why shortest route of Indus High Way changed/ignored? Why the most backward & dewar stated FATA totally ignored? Why one who demands for his right is straight away labelled as traitor & foreign agent?

  7. why kohistan is including in GB, it has own culture and tradition so don’t think over it that it was a part of GB. Actully kohistani are secrifiying their lives and properties for construction of Dassu and Bahasha Dame, the CPEC project should be launched also in kohistan we hav’t electercity colleges communication facalities. so kohistan should included in CPEC

  8. Dear Fazal! please read some facts appearing in the background material in Gilchistan. Click Gilchistan on Facebook. Mr. Ahsan Iqbal or any other person who has selected the costly projects to be run on coal, a non environmental friendly project, solar energy projects etc. The coal fired projects are being discarded globally. Similarly the solar energy is a high cost option. But going for such projects when there are a number of SITES for hydro power projects already identified, those are declared economically viable seems to me a none sense decision. These include; Bounji Dam, Dassu Dam, Diamer Dam etc of clean energy and cost efficient projects. These three dams collectively can generate over 16000 MW electricity. All the three projects could be offered to Chinese government instead of the above referred costly ones. It could help in reducing the overall per unit cost to less than half. It could also reduce the burden of cost of living of the poorest of the poor and further lessen burdening the cost of doing business. During yesterday’s meeting of the PM with the potential investors in Lahore the speakers from amongst the businessmen have showed their reluctance main reasons being the costly and short and insufficient electricity and security risks.

A blind and illetrate can see the difference of projects between sindh, punjab and KPK. the only two projects in pkp are in hazara division, dry port and hydro power, the rest of the projects are mostly roads which they can not ignore as the only way to get to china, so my ask to chinese is to stop following our leaders in behaviour rather teach them how to behave properly and not cheat ines own people.

    Compare the projects and their vlaue in terms of revenue generation and services to the area and you will see that kpk is only getting roads. Above all DIKhan to quetta is the only road (this only highway and not motorway) apart from hazara division in whole kpk.

    We have no grudges against china but rather thankful to them but to be honest we the ppl of KPK see china agreed and have no objection to these projects because they started the deal with sindhi president and confirmed with punjabi.

    We know now that china is no different to the global powers who will deal anything with any corrupt leaders unless they fulfill china’s benefits. We hve gone through this 100 times and we have not lost our focus.
